Luke is a Principal Consultant who joined Q5 in 2019, specialising in organisation design, strategy management, and major healthcare transformation programmes. He has worked extensively across Saudi Arabia and the UK, supporting complex system-level change in healthcare.
In Saudi Arabia, Luke advised the C-suite of Health Holding Company and the Minister for Health on the implementation of the Kingdom’s national healthcare transformation programme. This work supported the transition of 300,000 staff from the Ministry of Health to Health Holding Company and helped shape a system-wide transformation impacting 27 million patients.
Alongside this, he has supported major UK healthcare programmes, including NHS Covid-19 incident response, the development of a national workforce strategy for NHS Estates, and a two-year engagement with the New Hospital Programme to establish its operating model and top-line structures through an organisation design process.
