Phoebe Dunn is a Partner at Q5 and one of the longest-serving members of the firm’s Middle East team. Based in the region since 2019, she has supported national-level transformation initiatives and capability-building programmes across Saudi Arabia, Oman, Qatar, and the UAE, contributing to the establishment and growth of Q5’s Middle East business.
Phoebe brings over 20 years of consulting experience, specialising in Vision 2030 transformation, strategy implementation, organisation design, and workforce planning. She is known for her fit-for-context approach—adapting global best practice to Gulf cultural and institutional contexts while working closely with local teams to build sustainable, in-country capability.
Working with government, semi-government, energy, professional services, and multinational organisations, Phoebe partners with senior leaders to address complex talent, leadership, and organisational effectiveness agendas. She combines strategic perspective with rigorous programme leadership, supporting high-stakes transformation delivery at pace.
Phoebe is an alumna of INSEAD’s Leading Across Borders & Cultures programme and holds an MA in Modern Languages from the University of Oxford. She is a Certified Management Consultant (CMC) and a qualified MBTI practitioner.
