The Challenge

In April 2024, Health Holding Company approved their new 5-year strategy that would enable the transformation of the health system in the Kingdom. HHC is one of three future organisations in the health ecosystem, alongside the Ministry of Health and the Center for National Health Insurance and has a significant mandate and requirement to operationalize 20 Health Clusters, prepare them to become Accountable Care Organizations.

Health clusters were required to report on more than 480 KPIs that have been created and mandated by multiple entities and frameworks across the health ecosystem, resulting in duplication, overlap and a high operational burden on cluster teams. 

Our Approach

  • Conducted an in-depth review of all system KPIs (excluding external regulatory KPIs), and classified the KPIs into domains and subdomains as well as type – Strategic Outcomes, Tactical Measures, Enabling Process Measures
  • Streamlined the non-regulatory KPIs from a total of 158 to a streamlined list of 30 KPIs, removing KPIs that were covered by other frameworks, and removing BAU/heavily operational KPIs
  • Aligned with and received the buy in of KPI domain leads the HHC cluster performance team
  • Handed over the process to BAU (Strategy and Transformation performance team) with ongoing support to enable the continued management of KPIs as per their remit – including drafting the26 strategy KPI cards, allocation of owners and support in validating the cards with owners

Key Outcomes

  • Developed and launched a system-wide KPI framework that enabled more clear and effective reporting. ​
  • Reduced the operational reportingg burden on health cluster teams resulting from duplicated, overlapping and unclear KPIs​
  • Enhanced KPIs quality and decision-making value by shifting focus from operational/BAU metrics to a concise set of strategic, tactical and enabling KPIs ​
  • Increased stakeholder alignment and buy-in across HHC and clusters through structured engagement with KPI domain leads.​
