Charlie Penny is a Principal Consultant and Global Healthcare Practice Lead at Q5, working with C-suite leaders to deliver large-scale healthcare transformation across Saudi Arabia, the UK, and Australia.
He partners with national bodies, system leaders, and providers to translate strategy into execution, combining strategic advisory with hands-on delivery. His work focuses on aligning leadership around clear priorities, mobilising organisations at pace, and achieving measurable improvements in population health, patient outcomes, and workforce experience.
In Saudi Arabia, Charlie has played a leading role in supporting national healthcare transformation aligned to Saudi Vision 2030. He has worked extensively with the Health Holding Company, supporting strategy development and execution across major programmes including model of care redesign, digital transformation, cost improvement, leadership development, and system-level governance.
Charlie also led Q5’s work on the future design of Health Holding Company’s Accountable Care Organisations, bringing together local insight and global best practice to support the Kingdom’s world-leading healthcare model.
His international experience includes work with NHS England, Alfred Health, South East London Integrated Care System, Cardiff and Vale University Health Board, and Genomics England. Drawing on this global perspective, Charlie helps Saudi clients accelerate delivery, build lasting internal capability, and sustain impact at national scale.
